The United Nations Industrial Development Organization (UNIDO) and the Article 6 Implementation Partnership (A6IP) Center are pleased to invite you to a joint webinar on “Integrating ETF (Article 13) with Article 6 Readiness”, to be held online on Thursday, 29 October 2026.

As countries strengthen their national systems for climate transparency, including greenhouse gas (GHG) inventories, NDC tracking and Biennial Transparency Reports (BTRs), there are opportunities to build on these foundations to prepare for participation in international carbon markets under Article 6 of the Paris Agreement.

This webinar will explore how countries can integrate Article 6 readiness into their Enhanced Transparency Framework (ETF) implementation, identify shared capacity needs and address additional requirements for Article 6 participation. It will also examine how stronger national systems can support the development of credible industrial mitigation projects and help mobilise carbon finance.

Background: As countries advance implementation of the Paris Agreement, they are strengthening the institutions, data systems and monitoring, reporting and verification (MRV) capacities needed to implement the Enhanced Transparency Framework (ETF). These efforts support the preparation of Biennial Transparency Reports (BTRs), greenhouse gas (GHG) inventories and tracking of nationally determined contributions (NDCs).

At the same time, many countries are exploring participation in international carbon markets under Article 6. However, Article 6 readiness is often treated as a separate, specialised workstream to be addressed only after the foundations for ETF implementation are established.

Considering these areas together can help countries avoid duplication and identify capacity gaps early. Article 6 participation involves additional specific requirements, but it can build on many of the shared foundations: robust GHG inventories, NDC tracking, institutional coordination, mitigation project data, MRV, and reporting systems.

For UNIDO and A6IP, strengthening these foundations also supports the identification and development of credible industrial mitigation projects. Article 6 can help mobilise finance for eligible projects while reliable data, clear authorisation procedures and robust monitoring and accounting arrangements can strengthen confidence in their mitigation outcomes. Addressing these needs at an early stage can improve both national readiness and project preparation effectively.

The webinar will explore how countries can integrate Article 6 readiness into ETF implementation, strengthening national transparency systems while preparing industrial mitigation opportunities for potential carbon finance.

Objectives

  • Explain the practical links between ETF implementation under Article 13 and Article 6 readiness, including shared foundations and additional requirements.
  • Explore how coordinated capacity building can strengthen national systems, reduce duplication and support industrial mitigation project development.
  • Present UNIDO and A6IP’s complementary expertise and proposed collaboration to help countries translate transparency capacities into project pipelines and investment opportunities.

Target Participants

  • Government officials responsible for transparency, GHG inventories, NDC implementation, Article 6 and carbon markets.
  • Technical practitioners, development partners and regional organisations supporting climate transparency and industrial decarbonisation.
  • Industry representatives, project developers, financiers and other interested stakeholders.
