Overview of Article 6 Capacity-building and Implementation Support in 2026
Capacity-building and implementation support play a critical role in assisting Parties to translate the agreed rules and frameworks into practical implementation, including making informed decisions that promote the contribution of Article 6 to the climate goals and ensure high integrity.
In 2026, at least 81 capacity-building and implementation support programs relating to Article 6, with engagement of over 123 Parties, have been identified across United Nations entities, regional organizations, international and non-governmental organizations, multilateral development banks, and government-led initiatives.
Article 6 capacity-building and implementation-support programs are active globally, with the highest numbers of programs engaged by Parties in West and Central Africa (32 programs), followed by Western Europe, North America, and Other States (which primarily comprise donor or support providing Parties) (31 programs), and East and Southern Africa (30 programs).
South Asia and Southeast Asia have the highest median programs per Party involved (eight and 7.5 programs per Party respectively). This represents the concentration of programs in many participating Parties in these regions.
Broad coverage of Parties receiving support can be observed in the Latin American and the Caribbean (26 Parties), aligning with the large number of Parties in this region, followed by West and Central Africa and East and Southern Africa (18 and 16 Parties respectively), many of which have engaged with the regional alliances in Africa regions.
While the findings demonstrate broad geographical coverage of capacity-building and implementation support programs, enhancing regional balance and outreach could further promote inclusive participation and enhance the global potential of Article 6. The presence of multiple programs per Party highlights opportunities for collaboration among implementing partners to harmonize efforts and maximize the alignment of support with the respective Parties’ needs.
