A6ISR Global Carbon Market Project Database

Institute for Global Environmental Strategies

This file serves as a comprehensive supporting dataset for Chapter 3 (Scaling Cooperation: Bilateral Agreements and the Article 6.4 Mechanism) and Chapter 4 (The Role of Independent Carbon Standards to Support Article 6 Implementation) of the Paris Agreement Article 6 Implementation Status Report (2025 Edition) by cataloguing projects underpinning international cooperation under Article 6. It compiles standardized, project‑level data drawn from publicly available registries covering bilateral cooperation initiatives (Article 6.2), prior consideration notifications and CDM transitions under the Article 6.4 mechanism, and independent carbon‑market standards, with global coverage. For each project, the dataset records key attributes such as host and acquiring Parties, sector and activity type under the Article 6 common nomenclature, registry status, authorization and transition indicators, crediting timelines, and estimated emission reductions. By presenting both registered and pipeline activities across a wide range of sectors, the file provides the empirical backbone for analysis of the scale, diversity, and geographic distribution of cooperative approaches under Article 6.

IGES CDM Project Database

Institute for Global Environmental Strategies ( Hayama, Japan )

IGES CDM Project Database aims at providing information to be utilized for research and analysis on the process of CDM project development, credit issuance, and the status of its procedures. The information of relevant items are extracted from the publicly available sources on the UNFCCC web-site. The UNFCCC Secretariat and IGES have signed a memorandum of understanding (MOU) on the exchange of CDM data in May 2008 and are continuously collaborating with data exchange and analysis.

IGES CDM Monitoring and Issuance Database

Institute for Global Environmental Strategies ( Hayama, Japan )

IGES CDM Monitoring and Issuance Database aims at providing comprehensive, organised information on the CDM projects registered by UNFCCC EB. The listed information helps users to organise the results of the CER issuance procedures for project activities after monitoring. All the information is extracted from publicly available sources on the UNFCCC web-site and some categories are added by the editor for easy reference.

IGES CDM Programme of Activities (PoA) Database

Institute for Global Environmental Strategies ( Hayama, Japan )

IGES's CDM Programme of Activities (PoA) Database aims at providing comprehensive and organised information on PoAs in an easy-to-understand way. It also compiles information on Component Project Activities (CPAs). The database allows users to search for specific data on each project in the pipeline more easily and enables them to use relevant information for their own analytical purposes.

IGES List of Grid Emission Factors

Institute for Global Environmental Strategies ( Hayama, Japan )

The List of Grid Emission Factors aims to provide information to be utilized for research and analysis regarding emissions from electricity generation. A "grid emission factor" refers to a CO2 emission factor (tCO2/MWh) which will be associated with each unit of electricity provided by an electricity system. It is a parameter to determine the baseline emissions for CDM projects in the renewable energy sector (hydro, wind, solar PV, and geothermal power, etc.) and waste heat/gas recovery sector.

This Database provides two types of grid emission factor:
1. CDM-based grid emission factors, those calculated and utilized by each registered CDM project. Data provided in this sheet is extracted from the UNFCCC website and provided in the IGES CDM Project Database, which provides information on individual project activity. For further information on individual project activity, please refer to the CDM Project Database.
2. Official grid emission factors published by host country governments or published as CDM standardized baseline approved by the CDM Executive Board. Official grid emission factors published by host country governments are taken from publicly available sources. CDM standardized baselines are taken from the CDM website.

IGES NDC Database

Institute for Global Environmental Strategies

The IGES NDC Database compiles the main features of the Nationally Determined Contributions (NDCs), which were communicated by the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) in order to present the targets and measures that will be taken in order to implement the Paris Agreement, according to countries’ national circumstances. This database summarizes in the master sheet the main climate pledges from each NDC concerning mitigation, or how countries intend to limit their greenhouse has (GHG) emissions to lessen their impact on climate change, and adaptation, or how countries are planning to adapt to the effects of climate change. Other elements are referenced as well, such as financial and technological needs expressed in NDCs, countries GHG emissions, use of various market mechanisms and signatures and ratification of the agreement.

IGES GHG Emission Database

Institute for Global Environmental Strategies

IGES's GHG emissions database aims to compile the latest information on GHG and CO2 emissions, as reported annually by UNFCCC Annex I countries. The data covers the period from from 1990 up to two years before the submission date of the reports. This database also provides information on target compliance, in order to compare historical emission with countries' emission reduction targets under various regimes.

IGES Biennial Update Report (BUR) Database

Institute for Global Environmental Strategies ( Hayama, Japan )

IGES Biennial Update Report (BUR) Database provides key information reported in biennial update reports (BURs) submitted by Non-Annex I Countries to the UNFCCC. According to UNFCCC COP decision 2/CP.17, non-Annex I Parties, consistent with their capabilities and the level of support provided for reporting, should submit their first BUR by December 2014; the least developed country Parties and small island developing States may submit biennial update reports at their discretion. According to the decision, a BUR provides an update to the most recently submitted national communication in various areas including a national GHG inventory, information on national circumstances and institutional arrangements, mitigation actions and their effects, constraints and gaps, related financial, technical and capacity needs, support received, and domestic measurement reporting and verification. A National Inventory Report (NIR) may be submitted separately from the BUR.

This Database does not intend to assess each BUR according to the requirements of the guidelines, rather it aims to show the existing information included in reports.

Version 14: As of 21 February 2024

The Database covers GHG Inventory, Mitigation Actions and International Market Mechanisms, Support Needed, and Support Received. It includes information from 184 BURs submitted by 98 countries (98 First BUR, 42 Second BUR, 28 Third BUR, and 12 Fourth BUR, 4 Fifth BUR), submitted to the UNFCCC as of 21 February 2024.
