“While the UAE primar­ily intends to rely on domest­ic efforts to achieve its NDC object­ives, it may con­sider or reserve the right to use vol­un­tary cooper­a­tion under Art­icle 6 of the Par­is Agree­ment to par­tially ful­fil these com­mit­ments. Should the UAE decide to use such vol­un­tary cooper­a­tion, it will report through its bien­ni­al trans­par­ency reports, con­sist­ently with any guid­ance adop­ted under Art­icle 6.

The UAE is in the pro­cess of devel­op­ing an Action for Cli­mate Empower­ment (ACE) frame­work, in line with the Art­icle 6 of the UN Frame­work Con­ven­tion on Cli­mate Change and Art­icle 12 of the Par­is Agreement.”

The UAE’s ded­ic­a­tion to envir­on­ment­al integ­rity is exem­pli­fied by its imple­ment­a­tion of Art­icle 6 of the Par­is Agree­ment. This encom­passes a com­pre­hens­ive account­ing frame­work designed to pre­vent double count­ing, enhance trans­par­ency, and foster sus­tain­able devel­op­ment that adheres to the guid­ance adop­ted by the Con­fer­ence of the Parties serving as the meet­ing of the Parties to the Par­is Agree­ment (CMA). The UAE’s Nation­al Arrange­ment of Car­bon Mar­ket and insti­tu­tion­al setup align seam­lessly with the man­dates and require­ments of Art­icle 6 of the Par­is Agree­ment. This align­ment is achieved through act­ive engage­ment with rel­ev­ant gov­ern­ment­al entit­ies and stake­hold­ers. MOC­CAE is the primary entity respons­ible for the imple­ment­a­tion of car­bon mar­kets tools in the UAE. This involves close coordin­a­tion with per­tin­ent stake­hold­ers to ensure the effect­ive exe­cu­tion of these mar­kets. MOC­CAE aims to oper­a­tion­al­ize a nation­al car­bon registry plat­form, which will man­age and report trans­ac­tions involving nation­al cred­its and ITMOs under the cooper­at­ive approaches out­lined in Art­icle 6 of the Par­is Agree­ment. This plat­form will play a pivotal role in track­ing and veri­fy­ing car­bon cred­its. To fur­ther enhance trans­par­ency and accur­acy, the nation­al car­bon registry will be integ­rated with the MRV sys­tem once it is estab­lished, to man­age and report ITMO trans­ac­tions as part of the cooper­at­ive approaches spe­cified in Art­icle 6. UAE’s approach will com­ply with UNFC­CC Decision 18/CMA.1 para­graph 77(d), ensur­ing that all trans­ac­tions are trans­par­ent, and veri­fi­able. Fur­ther­more, the UAE will incor­por­ate any addi­tion­al guid­ance agreed upon and adop­ted by the CMA to ensure the robust­ness, integ­rity and cred­ib­il­ity of vol­un­tary cooper­a­tion. In addi­tion to mar­ket mech­an­isms, the UAE also advoc­ates for non-mar­ket approaches under Art­icle 6, para­graph 8 of the Par­is Agree­ment. MOC­CAE is spear­head­ing efforts to imple­ment these approaches, which aim to facil­it­ate cli­mate action through inter­na­tion­al cooper­a­tion with the focus on sus­tain­able 42 devel­op­ment and poverty erad­ic­a­tion, under­scor­ing the UAE’s hol­ist­ic approach to address­ing cli­mate change.
