Intention to Use Article 6 Under NDC 3.0
[machine translation] Cuba intends to use cooperative approaches that involve the use of international transfer mitigation outcomes under Article 6. [...] Cuba has not received support from climate finance mechanisms for its FRE program and identifies the use of cooperative instruments established in Article 6 of the Paris Agreement as a way to achieve the development of a lower-carbon economy. It has been established as a policy that the commitments reflected in the CND are not compromised by the generation and sale of credits in the carbon market. With the goal of increasing the participation of FRE in the energy mix, the total volumes to be achieved in the country are not compromised [...] If the necessary external support for the implementation of the measures is not received, the country could resort to the mechanisms provided under Article 6 of the Paris Agreement to contribute to the implementation of the Low-Carbon and Resilient Transport Development Program. [...] Cuba intends to resort to voluntary cooperation under Article 6 of the Paris Agreement for emission reductions under Category 4A Forest Land not committed in the NDC. If the necessary external support for the implementation of the measures conditional on support is not received, the country could also resort to the mechanisms provided under Article 6 of the Paris Agreement to ensure compliance with actions that improve the country's carbon sink capacity.
