
Press Release: Article 6 Implementation Partnership Center Participates in UN Dialogue on Advancing Article 6 Implementation
The Article 6 Implementation Partnership (A6IP) Center took part in the United Nations Article 6.2 Ambition Dialogue, held on 18–19 June 2025 in Bonn, Germany, alongside the Ministry of the Environment, Japan. The event served as a platform for Parties and relevant institutions to exchange views and share progress on the operationalization of Article 6 following the adoption of the Baku Agreements at COP29.


Key Highlights from the Joint Participation:
- Mr. Satoru Iino, Director of the Joint Crediting Mechanism (JCM) Promotion Office at the Ministry of the Environment, Japan, showcased the country’s efforts in advancing international cooperation through the JCM. His presentation emphasized:
- Japan’s support for the dissemination of decarbonization technologies in partner countries through the JCM;
- A successful case involving high-efficiency amorphous transformers in Viet Nam, which not only contributed to emissions reductions but also facilitated the establishment of new environmental standards;
- The importance of early policy signals, simplified procedures, and institutional capacity development in enhancing the scale and impact of the JCM.
- On day two of the dialogue, Mr. Kazuhisa Koakutsu, Director of the A6IP Center, provided an overview of the Center’s activities and outlined the challenges and opportunities in Article 6 implementation. He highlighted:
- Remaining gaps in authorization frameworks, tracking systems, and reporting practices;
- The need for proactive engagement in reporting under Article 6, including Initial and Annual Reports;
- The A6IP Center’s ongoing support for countries such as Mongolia and Thailand, as well as its broader outreach, which includes expert training across 23 countries and the development of guidance tools for private-sector stakeholders;
- Future priorities such as enhancing peer-to-peer knowledge exchange, simplifying procedures, and identifying context-specific mitigation potentials.

- Location: Bonn, Federal Republic of Germany
- Context: Convened during the 62nd sessions of the Subsidiary Bodies (SB62) under the UNFCCC, the Dialogue aimed to encourage practical use of Article 6 through discussion and experience-sharing among Parties and institutions.
