
New Report Highlights Global Progress on Paris Agreement Article 6 Implementation
The Paris Agreement Article 6 Implementation Partnership (A6IP) Center at the Institute for Global Environmental Strategies (IGES) has released the 2025 Edition of the Article 6 Implementation Status Report (A6ISR). This annual publication provides a comprehensive snapshot of global readiness and progress in implementing Article 6 of the Paris Agreement—a key mechanism for international carbon markets and climate cooperation.
The report comes at a pivotal moment as countries prepare for COP30 and submit the next round of Nationally Determined Contributions (NDCs). With Article 6 rules finalized at COP29, attention now turns to operationalizing these mechanisms to accelerate climate action and achieve the global net-zero goal by 2050.
Key Findings from the 2025 A6ISR
- Growing Readiness:
85 countries have authorization and/or tracking arrangements underway; 13 have both in place; and 14 have submitted initial reports to the UNFCCC. - Expanding Cooperation:
99 bilateral agreements or arrangements have been formalized across 61 Parties, signaling strong momentum in international collaboration. Article 6.4 Mechanism Uptake:
Over 1,000 prior consideration notifications were submitted; 92 of the 1,500 Clean Development Mechanism (CDM) activities that requested transition to the Paris Agreement Crediting Mechanism (PACM), have been approved by Host Parties.- Independent Standards Role:
More than 11,000 projects are in the pipeline under independent carbon standards, with eight Letters of Authorization issued. - Private Sector Insights:
Surveyed organizations identified legal clarity, government guidance, and financing as top priorities for enabling Article 6 implementation. - Capacity Building:
96 carbon-market and capacity-building initiatives identified globally, with Parties participating in a median of seven initiatives. - NDC Ambition:
30 Parties have submitted NDC 3.0 as of mid-August, with 63% indicating plans to use Article 6 to enhance ambition.
