April 2026 Update: Status of Paris Agreement Article 6 Implementation

As of mid-April, steady momentum continues across Article 6 implementation:

National Reporting

  • Madagascar submitted its annual information
  • The Gambia submitted its initial report

Policy and Regulatory Developments

  • Vietnam published Decree No. 112/2026/ND-CP: Decree on the International Transfer of Greenhouse Gas Mitigation Outcomes and Carbon Credits

Key Implementation Indicators

  • Article 6.4 Designated National Authorities (DNAs): 125 submissions (up from 124 in March)
  • PACM prior consideration notifications: 1,140 submissions (up from 1,122)
  • CDM to PACM transitions: 21 activities finalized and registered (up from 20)
  • Voluntary Carbon Market (VCM) projects: 12,347 total, with 85 authorized as of April
  • NDC 3.0 submissions: 138 in total (up from 136), with new submissions from Comoros and Georgia

The April figures reflect the evolving status of national submissions, regulatory actions, and activity in international carbon markets.
