A6IP Engages Countries and Partners on Article 6 and NDC Implementation at 4th Climate Week in Baku

The Article 6 Implementation Partnership (A6IP) participated in Climate Week 4 in Baku, Azerbaijan, from 7–11 September 2026, engaging with governments, development partners and other stakeholders on the practical implementation of Article 6, NDCs, carbon markets and climate finance.

The mission provided an opportunity to better understand countries’ evolving priorities and implementation challenges ahead of COP31 in Antalya, while strengthening relationships with partner countries and identifying areas where A6IP can provide targeted technical and capacity-building support.

Across sessions, discussions converged around the need for effective institutional arrangements, robust MRV systems, transparent governance, authorization procedures, registries, corresponding adjustments, reporting and appropriate methodologies.

The key ‘take-away’ messages are:

  • Stronger integration of Article 6, NDCs, carbon markets and finance - The discussions highlighted that Article 6 and carbon pricing should be considered within the broader NDC implementation and climate-finance landscape. Countries need to align carbon-market opportunities with national mitigation priorities and develop credible pipelines that can attract appropriate public, concessional and private finance.
  • Effective coordination - Countries require tailored approaches that reflect their national circumstances, institutional capacities and development priorities. At the same time, effective implementation depends on coordination among governments, financial institutions, development partners and technical organizations, alongside strong MRV, transparent governance and high-integrity carbon-market systems.
  • Accelerating implementation through scalable solutions - Accelerating implementation requires coordinated mobilization of finance, technical expertise, technology, policy support and partnerships, while making better use of existing initiatives and resources rather than creating parallel structures.

Session highlights include:

  • The Regional Dialogue on Carbon Pricing, for example, brought together country experiences from Türkiye, Sri Lanka, the Philippines and Thailand, illustrating different approaches to emissions trading systems, carbon crediting and Article 6. Discussions emphasized that carbon-market systems need to be country-driven and supported by appropriate legal and institutional frameworks, MRV, registries and technical capacity.
  • The Peer Exchange Workshop on NDC Implementation similarly highlighted the importance of translating NDC targets into concrete actions, responsible institutions, financing requirements, measurable outcomes and implementation pathways. Participants also emphasized country ownership, whole-of-government coordination, reliable data and MRV, and credible project pipelines.

A6IP also held bilateral discussions with A6IP Partner Countries and other countries developing Article 6 frameworks. As countries move further into implementation, A6IP will continue to work with governments and partners to translate Article 6 frameworks into practical systems, procedures and investment opportunities, while supporting their broader NDC implementation efforts.
