Timor-Leste

As a res­ult, nature-based solu­tions and engage­ment with oppor­tun­it­ies enabled under Art­icle 6 of the Par­is Agree­ment, offer an import­ant means for Timor Leste to pro­gress activ­it­ies that cre­ate tan­gible sus­tain­able devel­op­ment, cli­mate change mit­ig­a­tion, and cli­mate adapt­a­tion co-bene­fits. Timor-Leste views cooper­at­ive approaches to the mar­ket and non-mar­ket mech­an­isms under Art­icle 6 of the Par­is Agree­ment as an import­ant instru­ment to raise mit­ig­a­tion ambi­tion and sup­port envir­on­ment­al integ­rity while pro­mot­ing sus­tain­able devel­op­ment and wel­comes the oppor­tun­ity to par­ti­cip­ate in cooper­at­ive approaches. Timor-Leste is com­mit­ted to explor­ing oppor­tun­it­ies to bene­fit from the mech­an­isms and poten­tial estab­lished under Art­icle 6 of the Par­is Agree­ment and how it can use these mech­an­isms either to sup­port the achieve­ment of its own NDC or to provide addi­tion­al mit­ig­a­tion out­comes to sup­port NDC attain­ment by oth­er countries.

The Gov­ern­ment of Timor-Leste will accel­er­ate exist­ing and new land ten­ure reform efforts over the 2022 – 2030 peri­od to improve the enabling envir­on­ment for nature-based solu­tions and pro­jects that allow Timorese people to bene­fit from oppor­tun­it­ies arising through Art­icle 6 of the Par­is Agree­ment and emer­ging glob­al car­bon mar­kets. Timor-Leste intends to cap­it­al­ise on mit­ig­a­tion and adapt­a­tion cobe­ne­fits that can be derived from car­bon farm­ing, eco­sys­tem res­tor­a­tion, agro­forestry, blue car­bon man­age­ment, and oth­er activ­it­ies that help to expand and pro­tect Timor-Leste’s car­bon sinks and reser­voirs. This com­mit­ment is con­tin­gent on access to cli­mate fin­an­cing sup­port­ing tech­nic­al assistance.
