Oman

Oman fully sup­ports and intends to act­ively par­ti­cip­ate in the imple­ment­a­tion of Art­icle 6 of the Par­is Agree­ment. Moreover, Oman will work col­lab­or­at­ively with inter­na­tion­al part­ners to estab­lish robust rules and guidelines for the trans­par­ent and account­able oper­a­tion of these mechanisms.

ONZC addi­tion­ally serves as Oman’s des­ig­nated nation­al author­ity (DNA) for cooper­at­ive approaches under Art­icle 6.2 and the mech­an­ism under Art­icle 6.4 of the Par­is Agree­ment, with respons­ib­il­ity for the arrange­ments and oper­a­tion­al­iz­a­tion of these mech­an­isms. The EA serves as the respons­ible entity for non-mar­ket approaches under Art­icle 6.8, includ­ing their coordin­a­tion, imple­ment­a­tion, and related inter­na­tion­al cooper­a­tion. […] The Oman Car­bon Mar­ket Frame­work, developed and issued under the man­date of ONZC, con­sti­tutes the prin­cip­al insti­tu­tion­al and oper­a­tion­al frame­work sup­port­ing the oper­a­tion­al­iz­a­tion of cooper­at­ive approaches under Art­icle 6.2 and the mech­an­ism under Art­icle 6.4 of the Par­is Agree­ment in Oman, includ­ing the nation­al Oman Car­bon Registry and nation­al pro­ced­ures for author­iz­a­tion, track­ing and report­ing. ONZC acts as Oman’s des­ig­nated nation­al author­ity (DNA) for Art­icle 6.2 and 6.4, imple­ment­ing these arrange­ments in close insti­tu­tion­al coordin­a­tion with the EA and with the MoF on fin­an­cial and fisc­al mat­ters as applic­able. For vol­un­tary car­bon mar­kets, pro­jects are author­ized in accord­ance with the Oman Car­bon Mar­ket Frame­work and nation­al author­iz­a­tion pro­ced­ures, and Let­ters of Author­iz­a­tion (LoAs) for the export and inter­na­tion­al use of car­bon cred­its shall be issued by ONZC in coordin­a­tion with the EA and the MoF and in accord­ance with the required nation­al approv­al pro­ced­ures pri­or to issuance.
