As explained in para 3 (a) Nor­way has an agree­ment with the European Uni­on and Ice­land to ful­fil the pre­vi­ous emis­sion reduc­tion tar­get of at least 40 per cent emis­sion reduc­tion. The cur­rent EU cli­mate frame­work referred to in 4 a (i) does not open for the use of inter­na­tion­ally trans­ferred mit­ig­a­tion out­comes from out­side the EU/EEA. Nor­way also seeks to ful­fil the updated NDC of least 55 per cent reduc­tions through the cli­mate cooper­a­tion with the European Uni­on. Final account­ing towards the tar­get may depend on any fur­ther arrange­ments in Norway’s cooper­a­tion with the European Uni­on and Ice­land, includ­ing in the European Trad­ing Sys­tem. If neces­sary, Nor­way will use vol­un­tary cooper­a­tion under Art­icle 6 of the Par­is Agree­ment to ful­fil the part that goes bey­ond what is achieved through the cli­mate cooper­a­tion with the European Uni­on. Nor­way will report on pro­gress towards its nation­ally determ­ined con­tri­bu­tion through the trans­par­ency frame­work under the Par­is Agree­ment, and account for its cooper­a­tion with the European Uni­on in a man­ner con­sist­ent with the guid­ance adop­ted by CMA and fur­ther guid­ance agreed by the CMA.

Nor­way plans to ful­fil the NDC for 2035 through domest­ic meas­ures and in cooper­a­tion with the European Uni­on in accord­ance with Art­icle 6 of the Par­is Agree­ment. If deemed neces­sary, achieve­ment of the tar­get can be sup­por­ted by ITMOs acquired out­side the European Eco­nom­ic Area (EEA) […] Nor­way has estab­lished a pro­gram for vol­un­tary cooper­a­tion with devel­op­ing coun­tries under Art­icle 6.
