“Repub­lic of Mol­dova may use bilat­er­al, region­al and inter­na­tion­al mar­ket mech­an­isms to achieve its con­di­tion­al 2030 tar­get, sub­ject to employ­ing robust sys­tems that deliv­er real and veri­fied emis­sions reduc­tions. How­ever, accord­ing to EU 2016 eval­u­ation report on the imple­ment­a­tion of the EU-RM Asso­ci­ation Agree­ment the imple­ment­a­tion of the EU emis­sions trad­ing scheme in RM will only be pos­sible when the date of RM’s acces­sion to the EU is determ­ined. The uncon­di­tion­al NDC2 com­mit­ment will be met through domest­ic actions, although they would need assist­ance in cost-effect­ive imple­ment­a­tion. In order to pre­vent double count­ing of GHG emis­sions, an appro­pri­ate robust nation­al MRV sys­tem was put in place in 2019 through the GD No. 1277 as of 26.12.2018.”

Since 6 Septem­ber 2022, Mol­dova has been a Joint Cred­it­ing Mech­an­ism Part­ner Coun­try with Japan. This mech­an­ism is a sys­tem to cooper­ate with devel­op­ing coun­tries to reduce GHG emis­sions, under which the amount of emis­sion reduc­tion is assessed as a con­tri­bu­tion by both part­ner coun­tries, and aims to facil­it­ate dif­fu­sion of lead­ing decar­bon­iz­ing tech­no­lo­gies and infra­struc­ture through invest­ment by Japan­ese entit­ies, thereby con­trib­ut­ing to GHG emis­sion reduc­tions or removals and sus­tain­able devel­op­ment in part­ner coun­tries. The Joint Cred­it­ing Mech­an­ism will con­trib­ute to the achieve­ment of both part­ner coun­tries’ NDCs by eval­u­at­ing Japan’s con­tri­bu­tions in a quant­it­at­ive man­ner and assign­ing Japan part of the credit.
