Kenya intends to use vol­un­tary cooper­a­tion under Art­icle 6 of the Par­is Agree­ment, if applic­able, with the guid­ance adop­ted by CMA. Kenya will devel­op domest­ic legis­la­tion and insti­tu­tion­al frame­works to gov­ern her engage­ment in mar­ket and non-mar­ket mechanism.

Kenya will devel­op and peri­od­ic­ally review her whitel­ist for 2031 to 2035 to sup­port her par­ti­cip­a­tion in car­bon mar­kets and oth­er mech­an­isms under Art­icle 6 of the Par­is Agree­ment […] In the event that Kenya’s NDC tar­get is exceeded, Kenya intends to use both mar­ket and non-mar­ket mech­an­isms pro­vi­sions of Art­icle 6 of the Par­is Agree­ment, based on domest­ic legis­la­tion developed […] Kenya will engage in vol­un­tary cooper­a­tion under Art­icle 6 of the Par­is Agree­ment as part of her efforts to imple­ment the Nation­ally Determ­ined Con­tri­bu­tion (NDC). This approach aims to enhance ambi­tion and pro­mote sus­tain­able devel­op­ment while ensur­ing envir­on­ment­al integ­rity. Cur­rently, Kenya is devel­op­ing a com­pre­hens­ive car­bon mar­ket frame­work and estab­lish­ing the neces­sary arrange­ments, includ­ing insti­tu­tion­al struc­tures, author­iz­a­tion pro­cesses, a car­bon registry, and a pro­ject pipeline, to facil­it­ate her par­ti­cip­a­tion in Art­icle 6. Addi­tion­ally, the coun­try is explor­ing oppor­tun­it­ies for inter­na­tion­al cooper­a­tion by lever­aging bilat­er­al agree­ments, ensur­ing that its efforts align with glob­al cli­mate goals while max­im­iz­ing loc­al benefits
