“The Repub­lic of Kaza­kh­stan plans to reduce green­house gas emis­sions at the nation­al level but retains the oppor­tun­ity to par­ti­cip­ate in the mech­an­isms of Art­icle 6 of the Par­is Agree­ment through vari­ous inter­na­tion­al mech­an­isms, includ­ing through the link­ing of emis­sions trad­ing systems.”

Intention to Use Article 6 Under NDC 3.0

Kaza­kh­stan recog­nizes the role of cooper­at­ive approaches under Art­icle 6 as a key instru­ment to help achieve its NDC tar­gets while cata­lyz­ing invest­ment and innov­a­tion for sus­tain­able devel­op­ment. Amend­ments to the Envir­on­ment­al Code (2025) provide a ded­ic­ated leg­al basis for imple­ment­ing both Art­icle 6.2 (bilat­er­al/club-based cooper­a­tion) and Art­icle 6.4 (UNFC­CC-super­vised mech­an­ism), as well as for estab­lish­ing a vol­un­tary car­bon mar­ket (VCM).
