Para 5(g), p21: ​“The Pan-Cana­dian Frame­work on Clean Growth and Cli­mate Change pri­or­it­izes action to reduce emis­sions with­in Canada, but also recog­nizes that inter­na­tion­ally trans­ferred mit­ig­a­tion out­comes (ITMOs) could com­ple­ment domest­ic efforts and con­trib­ute to sus­tain­able devel­op­ment abroad. Canada will con­tin­ue to advoc­ate for strong inter­na­tion­al rules for ITMOs to ensure envir­on­ment­al integ­rity, trans­par­ency and the avoid­ance of double-count­ing, con­sist­ent with Art­icle 6 of the Par­is Agree­ment, as well as par­ti­cipants’ respect­ive oblig­a­tions on human rights, the rights of Indi­gen­ous Peoples and gender equal­ity. Canada will con­tin­ue to work with inter­na­tion­al and sub­n­a­tion­al part­ners to ensure robust account­ing of all inter­na­tion­al cooper­at­ive approaches author­ized by the par­ti­cip­at­ing Parties to the Par­is Agreement.”

Canada will con­tin­ue to explore the pos­sible use of cooper­at­ive approaches under Art­icle 6 of the Par­is Agree­ment as a way to help meet Canada’s tar­gets while sup­port­ing sus­tain­able devel­op­ment abroad and strength­en­ing inter­na­tion­al co-oper­a­tion. Should Canada engage in cooper­at­ive approaches, it will imple­ment the rules and guid­ance estab­lished under Art­icle 6 of the Par­is Agree­ment to ensure robust account­ing, envir­on­ment­al integ­rity, trans­par­ency, and the avoid­ance of double count­ing. As of Feb­ru­ary 2025, Canada does not have any agree­ments in place to use ITMOs under Art­icle 6 towards NDCs under Art­icle 4 of the Par­is Agreement.
