Press Release: A6IP center co-organized the 5th JCM Global Partnership Meeting was held in Bonn, Germany

The 5th JCM Global Partnership Meeting was held in Bonn, Germany, in conjunction with the SB62 under the UNFCCC
  1. On June 18, 2025, the 5th JCM Global Partnership Meeting was held in Bonn, Germany, in conjunction with the 62nd session of the Subsidiary Bodies (SB62) under the United Nations Framework Convention on Climate Change (UNFCCC).
  2. Government officials and implementing agency representatives from 18 out of the 30 JCM partner countries participated in the meeting (including 7 countries participating online). The participants shared progress, challenges, and opportunities related to the JCM in their respective countries and engaged in discussions on promoting project development, expanding credit issuance, and improving the efficiency of project implementation.
  3. The Ministry of the Environment of Japan will continue to collaborate with relevant ministries and agencies, partner countries, and the Joint Crediting Mechanism Association (JCMA) to further scale up and accelerate the use of the JCM. Through these efforts, Japan aims to contribute to global decarbonization by supporting greenhouse gas emissions reductions and removals, as well as promoting sustainable development.

Overview of the 5th JCM Global Partnership Meeting

Key Discussion Topics

1. Sharing of Country Experiences

Representatives from JCM partner countries and the Government of Japan shared case studies and policy developments, including:

  • A transmission project under development in Papua New Guinea
  • A geothermal heat pump project in Kyrgyz Republic
  • Waste treatment using the Fukuoka method in Tunisia
  • Methane reduction through water-saving irrigation in the Philippines
  • Japan’s support mechanisms and ongoing considerations for a GX-ETS

These experiences helped highlight challenges and opportunities for future project formation.

2. Institutional Enhancements for Accelerating JCM Implementation

  • Updates to JCM Rules and Guidelines

Discussions were held on necessary updates to the JCM framework to accelerate implementation, including:

  • Revising JCM rules and guidelines to align with Article 6 of the Paris Agreement
  • Improvement of JCM procedures such as streamlining the project cycles
  • Clearly defining the volume of credits (ITMOs) transferred from partner countries to Japan and their contribution and allocation of credit to the partner countires' NDCs.
  • Emphasizing the importance of establishing national registries in partner countries and its option.
  • Extension of the JCM framework for countries currently setting 2030 as the end year

The Government of Japan provided explanations and engaged in Q&A sessions with participants on these topics.

  • Authorization Procedures and Initial Report development and submission under Article 6

The A6IP Center delivered a presentation on procedures of authorization as well as about development and submission of Initial Report required under the Paris Agreement to use JCM credits as ITMOs for NDC achievement.

Key points included:

  • Importance of obtaining partner country authorization at the time of project registration
  • Early submission of the Initial Report to ensure reliable private sector use of ITMOs

The session highlighted that such steps are essential for mobilizing private finance and ensuring confidence among private stakeholders. Clarifications were provided in the Q&A session.

*Note: NDC (Nationally Determined Contribution) refers to each country’s national target for reducing greenhouse gas emissions under the Paris Agreement.
