In 2022, the Government of the Republic of Uzbekistan and Japan signed Memorandum 146 on cooperation under the Joint Credit Mechanism (JCM), which designates the Ministry of Economic Development and Poverty Reduction (now the Ministry of Economy and Finance) as the national authority implementing this mechanism. This mechanism allows for up to 50 percent of project investment, which will allow Uzbek companies and organizations to attract additional investment in the project for the purpose of further using the generated carbon units to meet the greenhouse gas emission reduction commitments (NDCs) of both countries. In 2023, the Government of the Republic of Uzbekistan and the Republic of Korea signed the 147th Framework Agreement for Cooperation on Climate Change and Greenhouse Gas Emissions Reduction. The generated carbon units can be used to meet the NDC commitments adopted under the Paris Agreement. Uzbekistan is actively leveraging Article 6 of the Paris Agreement, in particular its sections 6.2 and 6.4. Uzbekistan is currently developing a number of projects to reduce greenhouse gas emissions through energy and resource efficiency, waste recycling, and the use of innovative technologies and biomaterials as an energy resource. Uzbekistan is not limiting itself exclusively to cooperation with countries under the Paris Agreement under Section 6.2 of Article 6 of the Paris Agreement, continuing to expand its list of partner countries.
