
Palau Completes Its First International Transfer of ITMOs Under Article 6.2 with A6IP Support
The Republic of Palau has successfully completed its first international transfer of internationally transferred mitigation outcomes (ITMOs) under Article 6.2 of the Paris Agreement through the Joint Crediting Mechanism (JCM), marking another important milestone in the operationalisation of international carbon market cooperation.
Following the decision of the Japan–Palau Joint Committee on 16 May 2026 regarding the issuance of JCM credits from four solar power projects, the Governments of Japan and Palau completed the first international transfer of 194 tCO₂e of ITMOs on 2 June 2026. This represents the third JCM partner country, following Thailand and the Maldives, to complete the issuance and international transfer of JCM credits as ITMOs under Article 6 of the Paris Agreement.
The transferred ITMOs were generated from four renewable energy projects in Palau that have contributed to the country's decarbonisation efforts while supporting the deployment of clean energy technologies under the bilateral JCM framework.
A key prerequisite for participating in cooperative approaches under Article 6.2 is the submission of an Initial Report to the UNFCCC Secretariat, which describes a Party's arrangements for participating in Article 6 cooperative approaches, including accounting, reporting and authorization procedures.
Through targeted technical assistance and capacity-building activities, the Paris Agreement Article 6 Implementation Partnership (A6IP) Center supported the Government of Palau in preparing and submitting its Initial Report to the UNFCCC Secretariat. This support contributed to strengthening Palau's institutional readiness for implementing Article 6 cooperative approaches, thereby helping establish the institutional foundation for the country's first international transfer of ITMOs under the JCM.
The successful completion of Palau's first ITMO transfer demonstrates the continued progress of JCM partner countries in operationalising Article 6.2 and highlights the importance of sustained technical cooperation in enabling the practical implementation of Article 6, particularly for Small Island Developing States (SIDS).
The A6IP Center remains committed to supporting partner countries through technical assistance, capacity building and knowledge sharing to advance high-integrity implementation of cooperative approaches under Article 6 of the Paris Agreement.
