
A6IP Center supported Maldives and Thailand for their annual report of JCM ITMOs transfers submission to the UNFCCC
The Paris Agreement Article 6 Implementation Partnership (A6IP) Center supported Maldives and Thailand in preparing and submitting their annual information reports on internationally transferred mitigation outcomes (ITMOs) from the Joint Crediting Mechanism (JCM) to the United Nations Framework Convention on Climate Change (UNFCCC).
As the first two countries to authorize and complete first transfers of ITMOs from JCM projects in 2025, Maldives and Thailand submitted their annual information in the agreed electronic format (AEF), marking an important milestone in the transparent implementation of cooperative approaches under Article 6.2 of the Paris Agreement.
This submission follows the prior submission of the initial report and the updated initial report including JCM as a cooperative approach from Maldives and Thailand respectively. These reports fulfill Article 6.2 guidance requirements and contribute to enhanced transparency in international carbon market mechanisms.
The A6IP Center worked closely with the Climate Change Department, Ministry of Climate Change, Environment and Energy of Maldives, and the Thailand Greenhouse Gas Management Organization (Public Organization) and the Department of Climate Change and Environment, Ministry of Natural Resources and Environment of Thailand, by providing technical assistance throughout the process, including:
- Organizing an online AEF walk-through session to strengthen partner countries’ understanding of annual reporting requirements
- Providing guidance on identifying sources of information, input of data into the AEF, and addressing country-specific circumstances
- Coordinating with the acquiring country to promote consistency in reported information among participating Parties
Timely submission of annual information in the AEF is essential to ensuring transparency and enabling the application of robust accounting to avoid double counting. These elements are fundamental to building trust and confidence in international carbon markets under Article 6.
The submitted AEFs of Maldives and Thailand are available on the UNFCCC’s Centralized Accounting and Reporting Platform (CARP).
