Article 6 Decision Making: Training for Practitioners

This online e-learning course "Article 6 decision making: Training for practitioners" is developed by Perspectives Climate Group and GHG Management Institute and financed by Paris Agreement Article 6 Implementation Partnership (A6IP) Center/ Ministry of the Environment, Japan (MOEJ) and the Federal Ministry for Economic Affairs and Climate Action (BMWK), Germany.

The course aims to equip practitioners with the knowledge and skills to critically evaluate carbon market options and Article 6 activities, understand project-level GHG accounting and reporting, and make informed decisions on carbon market engagements. It also focuses on navigating Article 6 rules, understanding its connections with domestic policy instruments, and implementing institutional arrangements to support market engagement.

The course targets mid-level public and private sector employees, activity developers, and auditors, enabling them to accurately account for and report market-based projects, develop projects for the carbon market, and effectively assess and manage risks associated with carbon investments.

Lesson 1: Introduction to International Carbon Markets

In this lesson, you will be introduced to the key policy instruments for climate change mitigation, focusing on market-based mechanisms. You will learn about their origin, history, types, and connection to the Paris Agreement.

Upon completing this lesson, you will be able to:

  • Summarize why mitigation of anthropogenic climate change is important.
  • Identify and distinguish policy mechanisms for climate change mitigation.
  • Name and distinguish different types of carbon markets, including the use of carbon credits for compliance and voluntary purposes.
  • Describe the factors influencing the supply and demand of carbon credits within carbon market segments and how these dynamics affect market performance and environmental outcomes.

Lesson 2: Situating Article 6 in the International Carbon Market Landscape

Upon completing this lesson, you will be able to:

  • Describe the purpose and scope of Article 6 within the Paris Agreement and identify differences between the two main approaches (Articles 6.2 and 6.4).
  • Relate how the Kyoto Protocol's flexible mechanisms have shaped the design of Article 6 and provided lessons learned for implementation.
  • Explain how cooperative approaches function under Article 6.2 and the mechanism under Article 6.4, including how they are operationalized through a rules-based system.
  • Identify which Article 6 elements need to be operationalized and decided upon at the national level and which elements are regulated by international rules.
  • Explain the importance of ensuring environmental integrity and why avoiding double counting involves added considerations under the Paris Agreement.
  • Describe the concept of corresponding adjustments.
  • Discuss the implications of authorisation by the host country.
  • Discuss the interactions between Article 6 and the voluntary carbon market.

Lesson 3: Developing Activities and Generating Carbon Credits under Article 6

Upon completing this lesson, you will be able to:

  • List the key steps of developing activities and generating carbon credits (hereafter referred to as the carbon crediting cycle).
  • Understand the carbon crediting cycle under the Article 6.4 Mechanism (hereafter referred to as the Paris Agreement Crediting Mechanism, PACM), possible elements for a carbon crediting cycle under Article 6.2, and the relationship between the carbon crediting cycle and authorisation under Article 6.2.
  • Identify the key criteria for mitigation activities and mitigation outcomes under Article 6.2 and the PACM.
  • Identify the key stakeholders involved in the carbon crediting cycle under Article 6.2 and the PACM and their responsibilities.
  • List key documentation to be prepared by the activity developer under Article 6.2 and the PACM.
  • Identify possible transaction costs relating to the carbon crediting cycle.

Lesson 4: Assessing Environmental and Social Integrity of Activities and Mitigation Outcomes Under Article 6

Upon completing this lesson, you will be able to:

  • Understand key requirements relating to the environmental and social integrity of activities and mitigation outcomes under Article 6.2 and the PACM (Article 6.4), including additionality demonstration, robust quantification, permanence, and environmental and social safeguards.
  • Identify the steps in the process of assessing environmental integrity under Article 6.2 and Article 6.4, including the roles of host countries, third-party auditors and the PACM's Supervisory Body.
  • Be introduced  to key considerations for host country assessments, including for authorisation under Article 6.2 and approval under the PACM.
