Ministry of the Environment of Japan signs Letter of Intent with United Nations Framework Convention on Climate Change Secretariat, aiming to collaborate in the Paris Agreement Article 6 Implementation Partnership

1. On November 16, 2022, on the occasion of the 27th Conference of the Parties (COP27) to the United Nations Framework Convention on Climate Change (UNFCCC) being held in Sharm El Sheikh, Egypt, NISHIMURA Akihiro, Minister of the Environment (MOE), Japan, and H.E. Mr. Simon Emmanuel Kervin STIELL, Executive Secretary of the UNFCCC, signed a Letter of Intent (LoI) between MOE Japan and the UNFCCC Secretariat, aiming to collaborate in the Paris Agreement Article 6 Implementation Partnership.

2. Based on this LoI, MOE Japan and the UNFCCC Secretariat will work closely together to build international high integrity carbon markets by promoting initiatives in line with Article 6 of the Paris Agreement, including the Japan’s Joint Crediting Mechanism (JCM), and contribute to global greenhouse gas emission reductions.

1. LoI between MOE Japan and UNFCCC on the collaboration towards the implementation of Article 6 of the Paris Agreement

Based on the LoI, MOE Japan and the UNFCCC Secretariat will cooperate in the following activities of the Paris Agreement Article 6 Implementation Partnership.
(1) Facilitate understanding of Article 6 rules and linkages with NDCs
(2) Share good practices for institutional arrangements incl. authorization and recording
(3) Implement mutual learning and training for Article 6 reporting and review
(4) Support baseline methodology (tool development, etc.)
(5) Designing of high integrity carbon markets

【Reference】Paris Agreement Article 6 Implementation Partnership
(1) Summary
On November 16, 2022, Japan launched the Paris Agreement Article 6 Implementation Partnership at COP27. The partnership aims to promote international collaboration of capacity building for Paris Agreement Article 6, including through the sharing of good practices and support to the implementation of Article 6. At the time of launch, 40 countries and 23 institutions had pledged to participate.
